Thoreau Leads $100M Funding for Penelope Health's Administrative Automation Platform

Thoreau, the investment firm founded by private equity executive Matt Holt, is investing in Penelope Health, a startup using automation to help doctors reduce administrative costs, according to a statement reviewed by Bloomberg News. Thoreau and investors including Bertelsmann Healthcare Investments, Twine Ventures and Seedcamp have committed $100 million in funding to the company.

Penelope's platform reportedly holds insurance policy information covering 200 million people in the US, which doctors can use to check coverage and payer requirements for approval and payment. The company contends automating some administrative tasks will lower costs for doctors and insurers; the statement cites administrative costs as roughly a quarter of the more than $5 trillion spent annually on US healthcare.

The investment, dated September 18, 2026, is Thoreau's second, following a June agreement to buy control of Ensemble Health in a deal valuing that company at $11.75 billion. Holt left New Mountain Capital last year and set up Thoreau with the stated goal of simplifying healthcare administration.
